Unfortunately, children are still victims of abuse and violence across the EU. Although it is difficult to assess the extent of violence against children, as much of it remains hidden, existing estimates give cause for great concern.
Violence against children can take several forms (physical, sexual or emotional abuse; neglect) and can happen in numerous situations (at home, in childcare institutions or at school; within the family or the community). Lacking in physical and psychological maturity, children are particularly vulnerable and need protection to grow and thrive.
Although child protection systems are principally the responsibility of individual governments, the EU plays an important role, as its actions have a direct impact on the laws and policies that EU countries create. The EU is deeply committed to protecting children against violence. For that purpose, it has adopted a number of relevant laws (for example against sexual abuse and exploitation and child pornography and against human trafficking) and initiatives (e.g. the better internet for children initiative).
Children have the same rights as adults because human rights apply to all age groups. With this in mind, the EU is funding several projects under its Citizens, Equality, Rights and Values programme that are researching how to protect children's rights and combat violence towards children more effectively.
