Whereas nearby Eden district is England’s least densely populated area, some 108 000 people live in the busy city of Carlisle. Carlisle's workforce is concentrated in the skilled trades, while people in Eden are more likely to work in retail and construction. Unemployment is low, and few residents come from outside the UK. However, educational levels in Carlisle are lower than the national average, and a higher than average percentage of the population have no qualifications at all. Cumbria has been allocated around £79 million in EU Structural Funds for the period 2014-2020, with an additional £9.2 million coming from the European Agricultural Fund for Rural Development.
