Primorje-Gorski Kotar County is the third-largest county in Croatia, according to the 2021 population census. It comprises three different territorial units (Gorski Kotar, the islands and the coast) in which it has developed a number of comparative advantages, among which are a strong university, a level of education that is higher than the Croatian average, and a highly developed and longstanding destination and health tourism sector. Among the problems it faces are the significant strain on the environment and on municipal infrastructure during the tourist season, the increasingly protracted and severe dry periods, the uneven development of micro-regions, population decline, the mismatch between education and the needs of the market, and the significant number of unemployed graduates.
