Primorje-Gorski Kotar County is the third-largest county in Croatia, according to the 2021 population census. It comprises three different territorial units (Gorski Kotar, the islands and the coast) in which it has developed a number of comparative advantages, among which are a strong university, a level of education that is higher than the Croatian average, and a highly developed and longstanding destination and health tourism sector. Among the problems it faces are the significant strain on the environment and on municipal infrastructure during the tourist season, the increasingly protracted and severe dry periods, the uneven development of micro-regions, population decline, the mismatch between education and the needs of the market, and the significant number of unemployed graduates.

Examples of projects and initiatives supported by the EU

Construction of the next generation broadband network on the island of Krk

By the end of 2023, almost EUR 9.4 million will have been invested in the construction of next-generation broadband on the island of Krk. In locations where there has been no access to high-speed internet, it will be possible to surf the internet at speeds of at least 30 Mbps upon completion of the project. The EU will co-finance 85% of the cost.

Ucka 360°

The Učka 360° project, valued at almost EUR 5.2 million, ensured the modernisation of infrastructure and the fitting-out of the Učka Nature Park Visitor Centre, the development of educational programmes on flora, geology and bird-watching, employee training, and an improved marketing strategy. The EU has co-financed 85% of the cost.

Extension of the port of Crikvenica

In Crikvenica, the existing port has been upgraded in order to ensure the smooth operation of the county shipping line between Crikvenica and Šilo. This has improved passenger transport outside the tourist season and has made health services, education and employment more accessible to islanders.

Competence center for smart cities

The Competence Centre for Smart Cities (CEKOM) overcomes challenges in the areas of transport, energy, ecology, infrastructure and resource management through the use of information and communication technology. This creates a link between science and industry in the most complex research matters and strengthens the position of the city of Rijeka and Croatia as a development centre. The cost of the project amounts to almost EUR 20 million.
