The Autonomous City of Ceuta, on the north coast of Africa, shares a border with Morocco and forms, with Melilla, the EU’s southernmost land border. A multicultural city, its location makes it a magnet for migrants, which sometimes results in humanitarian emergencies. Its population density is very high, with 83 500 inhabitants living in just 19.48 km2. With little land for industry, its economy cannot really diversify and relies on services.

Examples of projects and initiatives supported by the EU

Sustainable tourism

Ceuta has received EUR 2 million in PRTR funds to promote sustainable tourism. The initiatives include promoting the city as a historical and cultural destination, renewing outdated tourist infrastructure, environmental management, waste treatment, developing alternative tourist products and training young people engaged in the sector.

New facilities in health centers

Health centres in Ceuta have been upgraded with almost EUR 9 million in PRTR funds. Ceuta University Hospital has a new Haemodynamics Unit; the primary care emergency service has new facilities; and the El Tarajal Health Centre has five new consulting rooms and extended facilities, including the emergency and birth preparation rooms.

Expansion of the Maritime Station of the port of Ceuta

The EU has supported various projects in Ceuta’s port, including the extension of the ferry terminal, where a new, more accessible and safer passenger building is being built. The European Regional Development Fund has covered 80% of the budget of EUR 16 963 795.

Training in digital skills

In 2022, Ceuta received EUR 265 200 under the EU-funded Recovery, Transformation and Resilience Plan (PRTR) to provide digital skills training to 1 153 vulnerable children and teenagers. It takes place outside school hours and a certificate is awarded after completing over 50 hours’ training.

Center of 'El Tarajal II' for reception, asylum and return procedures of migrants

The EU has funded 90% of a project with a budget of EUR 10.8 million to boost the capacity of the reception, asylum and return system at the Tarajal II centre. The funds will be used to improve the education of unaccompanied migrant children and convert a warehouse into a first reception centre with 600 places.
