Kardzhali Province lies in the eastern Rhodope Mountains along the River Arda. It comprises seven local authority areas with five towns and 463 villages, and has a population of around 161 000 (2020 figure). Tobacco has traditionally been grown in the region. It has developed its non-ferrous metals and mineral processing sectors, along with light industry. The region is home to the Thracian religious site of Perperikon and many other Thracian architectural sites, which provides it with the right conditions to develop cultural tourism and ecotourism.

EU funding to the tune of almost BGN 6 million has enabled long-awaited renovation, including the rehabilitation of the road network and the introduction of energy-saving lighting in Kardzhali old town around Hadzhi Dimitar Square, in the town centre – Ekzarh Yosif Street, Otets Paisiy Street, Republikanska Street and the Vazrozhdentsi district – as well as the construction of a footbridge in Arpezos Sever Park.

Over BGN 17 million in EU funding has been provided for the refurbishment of the 26km-long stretch of the Kardzhali – Most – Manastir route through the villages of Zhinzifovo, Chiflik and Madrets, along with 6 bridge structures. The improved infrastructure will stimulate the development of tourism, as the refurbished section will make it quicker and safer for thousands of tourists to travel between the Perperikon complex, Monyak medieval fortress and the ‘Stone Mushrooms’ nature site.

During the pandemic, 1 300 residents of the municipality of Ardino received a variety of hot meals from the Ardino public canteen. The project, for which the EU provided some BGN 2 million, also offers accompanying measures such as individual counselling and social support.

4 853 children will be able to enjoy conditions in several educational institutions in Kardzhali, for which the EU has provided over BGN 11 million. The project includes the a general upgrading and implementation of energy efficiency measures for the buildings at P.R. Slaveykov Secondary School, Otets Paisiy Secondary School, Hristo Botev Primary School, St. Kliment Ohridski, St. Cyril and St Methodius and P.K. Yavorov Primary Schools and the Mir Kindergarten.

Both the residents of Kardzhali and the local environment will be able to benefit from the modernisation of the sewage and water supply system there for years to come, with a reduction in water losses to under 7%. This fitting-out, for which the EU has provided nearly BGN 50 million, will provide access to better water for over 63 000 inhabitants.
