Île-de-France, France

The Île-de-France region is France’s most populous region, with over 12.32 million inhabitants. It had a GDP per capita of over EUR 60 000 in 2021 and generates more than 30% of French GDP, a clear reflection of its dynamic economy and society. The Île-de-France region’s plan for economic development, innovation and internationalisation 2022-2028 is the regional strategy for the EU’s structural and investment funds for 2021 to 2027. The strategy consists of six parts: a) industrial, energy, digital and food sovereignty; b) decarbonising and digitalising SMEs; c) reducing social and territorial inequalities; d) innovation leadership to advance decarbonisation and digitalisation in industry, healthcare and for the benefit of the climate; e) attractiveness; f) simplifying administration. The EU also invests in Paris through other EU programmes, including its key programme for research and innovation and NextGenerationEU.

Examples of projects and initiatives supported by the EU

Advanced Digital Solutions Supporting Reuse and High-Quality Recycling of Building Materials

The EU also supports the adoption of business practices that foster a circular economy. Between 2019 and 2023, the Île-de-France region took part in a project to develop a digital solution to optimise the way in which building deconstructions are planned and carried out, alongside partners in France, Belgium, Luxembourg and the Netherlands. The EU covered 58% of the project’s budget of EUR 7.6 million.

European Social Fund+ Ile de France 2021-2027

Between 2021 and 2027, the Île-de-France region will receive EUR 539.6 million from the European Social Fund (ESF) to boost employment and social inclusion. Since 2021, the funds have been used to finance initiatives that support entrepreneurship or the social and solidarity economy. For example, in 2023, EUR 35 million from the ESF+ was allocated to a call for proposals for project funding of at least EUR 150 000. 

Support to young farmers

The EU is supporting agriculture in the Île-de-France region, in particular with an investment of EUR 40 million from the European Agricultural Fund for Rural Development, aimed at improving the ecological performance of farms. Since 2023, the region has been funding an initiative to help young farmers between the ages of 18 and 40 set up business, with financial assistance of EUR 22 000.

Call for funding - support to the small and medium businesses

With EU assistance, the Île-de-France region is driving ahead with investments in strategic sectors. In 2024, through a call for project proposals with a funding budget of between EUR 11 million and 13 million, the region will support the establishment of business incubators, including in competitiveness hubs. The aim is to encourage the development of innovative businesses and, in particular, to advance the green and digital transitions.
